Transforming Your Business and Workforce with the CTC Grant

What the CTC Grant Does

The CTC Grant helps Singapore-registered companies transform their operations and uplift their workforce at the same time.

It co-funds up to 70% of qualifying project and training costs for companies that form a CTC and roll out approved transformation plans.

The idea is simple:

  • • Upgrade the business  through digitalisation, process improvement, or job redesign.
  • • Support local workers by improving skills, creating clearer career paths, and raising wages.

Who's Eligible

To qualify, your business must:

  • Be legally incorporated in Singapore (excluding government bodies and statutory boards)
  • Set up a Company Training Committee (CTC) that includes:
    • A senior management representative
    • A worker representative
    • An NTUC or union representative
  • Submit a transformation plan endorsed by that CTC

Your plan must show measurable impact on both business performance and local employees (Singapore Citizens or PRs).

What Projects Qualify

Projects can cover:

  • Business process redesign or digitalisation
  • Implementation of new software, automation tools, or systems
  • Workforce training linked to role redesign
  • Career Development Plans (CDPs) that map out progression and upskilling

Funding applies only to costs incurred after your project gets approval — anything before the Letter of Award isn’t claimable.

Why It Matters

Most grants target either productivity or training. The CTC Grant does both- tying transformation to real worker outcomes.

For businesses, it helps fund the tech, equipment, consultancy, and training needed to modernise operations. For workers, it provides better career development and long-term wage growth.

So far, the grant has backed hundreds of projects and benefited thousands of local employees, with many seeing an average 5% wage boost on top of normal increments.

  • You’ll be assessed on both business and worker outcomes.
  • Actual funding depends on your project’s impact “up to 70%” is not guaranteed.
  • Your CTC must be set up and active before you apply.
  • All claims must be submitted within 4 weeks of project completion.
